Public administration auditors to uptake the best practice from Norway 31/01/2018
The seminar was opened by the speech of the State Secretary of the Ministry of Finance Baiba Bāne and the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Norway to Latvia Steinar Egil Hagen. The seminar was attended by the representatives of the Ministry of Finance of Norway, Norwegian Government Agency for Financial Management, Research Council of Norway, specialists of the Ministry of Finance of Latvia and the heads of the internal audit structural units of the Latvian public administration authorities.
During the course of the seminar discussions were held regarding the practical experience of Norway in coordinating the reforms within the scope of effective governance and financial management, combining budget planning and fulfilment processes, performance management and financial management methodology, measuring of operation, internal audit work organisation, financial and effectiveness audits, feasibility assessment.
The transfer of international knowledge and demonstration of the best practice examples will help raising the qualification of the internal auditors of the Latvian public administration, as well as encouraging the development of the internal control system of the authorities, focussing it on feasible operation corresponding to the principles of sound governance. Professional contacts established during the seminar will help building bilateral relations between Latvia and Norway and develop them also in the future.
The principles of sound governance, feasibility, efficiency, quality of public services - these aspects are increasingly highlighted in the field of enhancement and development of the public administration activities. These aspects are also reflected in the public administration development guidelines and are to be implemented in all fields of public administration activities in Latvia.
Internal audit provides confidence for the head of the ministry or authority that the set goals will be achieved and the public administration resources are managed in effective and feasible manner. Therewith, the internal audit can provide a significant input to the development of the principles of effective governance. Internal auditors of the public administration in Latvia have already gained experience in conformity audits and it is important to move on, in order to also improve upon the assessment of the effectiveness aspects. International experience exchange and uptake of the best practice provides for a significant contribution into such development.
